  • The 28th Amendment: Amending the Constitution to Reduce Gun Violence

Robinson proposes a constitutional amendment that hopefully would reduce the number of mass shootings such as occurred at a high school in Parkland, Florida, on February 14, 2018, yet allow people to bear arms to protect themselves and others. His amendment would clarify the Second Amendment of the United States Constitution. The Second Amendment, written in 1791, reads, “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” The Second Amendment is confusing because the language “keep and bear arms” is prefaced by language about the “militia.” Robinson proposes clarifying the Second Amendment for modern times. He argues that people should have the right to bear arms to protect themselves, their families, their homes, and other people, and to hunt for food, but not for mass destruction. The shootings in Parkland on February 14, 2018, Las Vegas in 2017, Orlando in 2016, San Bernardino in 2015, Sandy Hook Elementary School in 2012, and Aurora, Colorado, in 2012 were mass destruction (mass murder), not self-defense. Robinson is a lawyer with 40 years of experience. He earned his J.D. from Washington University in St. Louis in 1977.
